Dr. B.B. Singh

AS A SCIENTIST

Dr. B.B.Singh holds a first class Master's degree in Physics from Lucknow University and is the recipient of the Gold Medal for being the best student of the year. He obtained his Ph. D. degree in Radiation Biology from the RMCS, UK (now Cranfield University) and is an elected Fellow of the Indian Academy of Sciences and also of the National Academy of Sciences of India.

Dr. Singh has held several important positions in India & abroad more particularly at

  • (1991-1998) - Bhabha Atomic Research Centre Mumbai as the Head Biochemistry & Radiation Biology Divisions with Staff strength of 45 scientists at Post-doctoral level plus other supporting staff including and animal house facility of capacity 3500 rodents, rabbits and guinea-pigs.
  • (1974-77) - International Atomic Energy Agency (United Nations) in Vienna as Head of the Section on Radiation Biology & Health Related Environmental Research with staff strength of 5 professionals (USA, Japan, India, USSR, UK) plus 4 supporting administrative personnel.
  • In various countries as Expert including the Syrian Atomic Energy Commission, Damascus.

Dr. Singh has specialized in free radical biology and combination therapy of cancer with radiation, radiosensitising drugs and hyperthermia. He has participated in 44 international conferences in over 32 countries and has been a member of the Organizing Committee of numerous international conferences held in India and abroad. He has to his credit 2 books and 163 original scientific papers published in well-reputed scientific journals such as Nature (Lond.), Science (Wash.), Biochemica Biophysica Acta, Biochemical and Biophysical Research Communications, Advances in Biological & Medical Physics and Progress in Molecular Biology. He has been the President of Indian Biophysical Society, Indian Society for Radiation Biology and Indian Association for Hyperthermic Oncology & Medicine and is a Hon. Member of International Society for Clinical Hyperthermia. He is Chairman, of Animal Ethics Committee and a member of the Medical Research Ethics Committee of BARC. He has guided several research scholars for their master and doctoral degrees in various Universities. He is also associated with the Homi Bhabha National Institute (deemed University) in the field of strategic sciences.

Dr. B.B.Singh has served on the Editorial Boards of several International Journals including; International Journal of Radiation Biology (Taylor & Francis UK); Int. Journal of Hyperthernia (Pergamon, UK); Radiation Physics & Chemistry- An International Journal (USA/UK).


AS A LAWYER

Dr. Singh is a practicing lawyer since February, 1998 having obtained the LL.B. degree from Mumbai University (1997) specializing in Environmental Law and Consumer Protection. His thesis on "Laws Relating to Intellectual Property Rights vis-a-vis Biomedical Technologies in India" has earned him the LL.M. degree from Mumbai University. He is also a Scientific Advisor appointed u/s 115 and a Patent Attorney u/s 125 of The Patent Act 2005. He has been a Research Fellow at the Institute of Intellectual Properties, University of Tokyo, Japan in 1999. He is currently a member of the Editorial Board of the International Journal of Nuclear Law (Paris) and Atom For Peace - An international Journal. His experience at Bombay High Court and other Courts in Mumbai is relating to laws not only to IPR issues at the Mumbai Patent Office but also in other branches of law such as Constitutional remedies & Writs, Public Interest Litigations, Consumer Protection, Recovery of debts, Company Law of mergers, interventions & winding-up, arbitrations & conciliations, criminal cases under the Negotiable Instruments Act and IPC, transfer of properties and cases complicated by Indian personal laws for succession, adoption and matrimonial disputes. He also has undertaken filing applications/ petitions at the Supreme Court of India and the High Court of London.

He has delivered public lectures on fallacies of the Indian Patent Bills during 1999-2004 and has appeared before the Parliamentary Committee constituted for the purpose before it was passed into an Act on 23rd March 2005. His opinion has been sought on the India's "Biodiversity Bill 2000" and "Plant Variety & Farmers Rights Fifth Draft Bill 2000". He is a regular faculty for M.Sc. II (Biotech) students for IPR. He is an active member of a number of international NGOs and educational Trusts including Rotary Clubs & Masonic Fraternities and of Swadeshi Movement in India.
